Originated inside the FIFA Task Force for Infrastructure Development in Africa.

ACG’s model originated in the FIFA Task Force for Infrastructure Development in Africa, established to advance FIFA President Gianni Infantino’s vision of a FIFA – standard stadium in every African country. APO Group founder Nicolas Pompigne-Mognard was appointed to the Task Force in 2022 by the FIFA Secretary General Fatma Samoura. Within that mandate he led the formation of multi-stakeholder consortium from which the Victory District™ model emerged, carried forward today as an independent initiative.

What ACG is

ACG originates, structures and leads development by:

  • Creating alignment between stakeholders who rarely work together effectively (government and PPP authorities/regulators, development finance institutions (DFIs), private investors, developers, designers and engineers, legal/transaction and commercial advisors, operators, sport federations/leagues/clubs, event promoters, media/broadcast partners, academia/research, and host communities)
  • Carrying each project through five gates: Concept, Feasibility, Bankability, Delivery and Operations, releasing the next commitment only against the evidence delivered at the last
  • Establishing governance, process discipline, and impact measurement
  • Protecting project integrity through structured stakeholder participation

What ACG is not

ACG is not a contractor, and not a substitute for developers, operators or EPC firms.

ACG is a platform: it convenes and leads the full coalition and carries the project end to end, so that the vision and the bankability both hold. Delivery is structured through a dedicated SPV, convening delivery, operating and financing partners under a single structure.
