We are building the model with the market – not presenting a finished fantasy.
Victory District is not a fixed masterplan template.
It is a co-creation framework: the model, mix of uses, governance and commercial structure are shaped through feasibility work with stakeholders, including government and PPP authorities/regulators, DFIs, private investors, developers, designers and engineers, legal/transaction and commercial advisors, operators, sport federations/leagues/clubs, event promoters, media/broadcast partners, academia/research, and host communities.
